GTA V 2-3 FPS In-game

I have exactly the same problem as the user described on the above link. Game is literally unplayable with 2-3 FPS max in game. All the other games work completely fine without any problems. I tried re-installing the game, drivers, tried both overclocking and downclocking CPU and GPU, almost everything..

Probably worth mentioning that I used to play this game with 60FPS almost all maxed out like a month ago. I didn't change anything software or hardware related since then so that shouldn't be an issue.

Specifications:
FX-8350 4.0 GHz
R9 290 PCS+ 4GB VRAM
8GB RAM
Windows 10
 
Ok was going to suggest reinstalling Steam since i had someone with 5fps issues, reinstalling steam worked but anyhow.... :)

Since you were able to play GTA5 properly before and not now but other games play fine has just got harder to work out.

Running in Administrator/Borderless windowed mode might help seeing if its a recent Windows/AMD driver bug.

 
Do you have steam installed? Click the activate a product on steam and enter the product cd key you used to activate your copy. If Steam accepts maybe try see if the performance is as bad on steam. Would be something to go by.

Only other thing i can suggest besides reinstalling the game (backup your save files) is reinstall gpu drivers again but before doing so use http://www.wagnardmobile.com/ to remove any trace, reboot then reinstall drivers.

One more question, did you do an upgrade of Win10 then had this performance issue?

 
I'll try activating the game through steam but I doubt that will work and even if it does there shouldn't be any performance difference.

Already did the clean uninstall then install of the drivers, no change at all. Did the same with the game.

I upgraded to Windows 10 when it got released so that isn't an issue too.
 
Reason i asked 2 months a go AMD released a hotfix for Crimson to fix a bug where fans would throttle under manual mode and not cool the gpu properly. http://wccftech.com/amd-crimson-driver-update-released-should-fix-fan-throttling-issue/

But reinstalling Catalyst should have fixed any overheating issue.

Games still play fine now, just not GTA5?
 
Yep, everything still works fine except the infamous GTA V..
I'll reinstall the Crimson driver as I confirmed the possibility that it's not a driver problem.

I really have no idea what's causing this weird issue.
 
It's on HDD, I've got like 800GBs of free space. It defrags itself every week so that ain't the problem too.
My OS is on SSD and I don't have enough space to test the game on it. Taken all the things in consideration I think that would be the least possible solution to my problem.
 
No, it's not exceeding the graph, it's around 2.5 GB and my GPU has 4.
Tried every single setting but it doesn't change anything, after I set everything to low it got around 10fps max so it's not really a solution.
