GTA V 30 fps instead of 60

I'm getting 37-45 fps in game and also in the benchmark. I meet the requirements and I don't get 60fps.Ain't the r9 280x suppose to run it at 50-60? I saw videos of people playing it at 50-60 fps with the same specs. Sometimes the game runs at 90 fps(Mount Chil) and it doesn't even feel like 60fps, it feels more like console fps.

All the Settings in Advance Graphics are on the lowest.
 
Solution
If that is the case, then it's good. It won't be an upgrade, though. But since you're just trying to replace your seemingly faulty video card, and you have the money, then yeah, the 380 is good.
Yeah, I should have expected the stuttering with the stable release.

I'm not sure. I didn't do any changes around the nvidia control panel for this game.
I forgot one setting in-game. Ambient Occlusion. Turn it down a notch. Or even try disabling it.
Also, does your VRAM limit exceed 3 gigs in this game?
 
I have 2 screens. One is the 1080p tv and the other is a old 720p monitor that's abit smaller than the one I play with. On the tv the game is around 40-50 fps with 1920 x 1080 resolution both windowed and fullscreen. In fullscreen the colors are normal instead of high. On the old monitor the fps is 50-60, sometimes drops to 30fps, in fullscreen 1366x768 resolution.
 
Yeah, it doesn't make any difference but I have AA on and MSAA off just in case because I do get artifacts with it on. I do have another gpu but it's very low end. When I went to MSI afterburner to overclock it, its seems it's already overclocked.
 
I'd rather you not buy one. If you have a friend who has one, I suggest using that.

Instead of buying, how about sending that R9 280X back to the manufacturers if it's still under warranty. They might replace it and give you another new one.

I'm not a big fan of the AMD FX lineup, some are good, some ain't. Yours shouldn't be having troubles running a 280X.
