Gta V cant run. Need troubleshooting.

I have a i3-6100 and a RX470 I just bought. When i tried benchmarking GTA i was only getting 29-40 frames, when videos of my same system get a constant 50-60 frames. I would have the same graphic settings as them too.
Here are my specs:

Intel Core i3 6100 @ 3.70GHz
Skylake 14nm Technology
RAM
8.00GB Single-Channel Unknown @ 1066MHz (16-16-16-39)
Motherboard
Gigabyte Technology Co. Ltd. H110M-A-CF (U3E1)
Graphics
S24C230 (1920x1080@60Hz)
4096MB ATI Radeon RX 470 Graphics (XFX Pine Group)
Storage
931GB Seagate ST1000DM003-1ER162 (SATA)
Could it be because of my slow ram? The videos that get those frames have 1600 MHz or higher sticks.

So would buying faster RAM help?
Or is something about my card not running at full performance?
I tried fixing its performance in MSI afterburner but nothing helped.
 


That RX 470 should help. Remember to keep it at medium settings in 1080p, as high settings may be pushing it too much. Again, it is a CPU intensive game, and most likely not getting fast data from the RAM. I would recommend 16GB to improve game play. What's your budget?

Also, are you checking temps when running the benchmark? How is it while playing it?
