Question GTA V Enhanced installed on a external SSD but its the internal SSD gets fried every 10 seconds

Just got the enhanced edition on to my samsung t7 external SSD. Steam installed on internal laptop SSD. Every 10 seconds or so magically jumps to 74c, throttle back to 64c'ish, then backs to 74c again. This behaviour occurs after a few moments in game driving or when entering buildings. For example: visited a in game store building quickly my hwinfo ringed the alarm bell because it was 74c. 74c is my limit I did set up. Shader cache files are on Documents and Settings, related Rockstar Games folder which I did read only the shader files, did not help, reverse did not help too. Verify game files on Steam didnt do anything either.

This is the first time happened something like this. Other games work fine. Mind you this occurs literal everything set to low or lowest or off in game graphics settings. Windows 10 power plan is edited by me which CPU max set to %40 power state. How on earth this still occurs when CPU reduced that much? Beside that, both things are seperated in to two different drives.

I think something is really wrong here which I'm yet to discover.
