GTA V error.Please help.

Hello everyone,i have a problem with GTA V.When i start social club,it gives me error 9.i have installed GTA to partition F,and when i start it with steam,it does not launch GTA,it opens Social Club and says ERROR 9.Re-installing is not an option because it takes me 24hrs to install GTA.I tried repairing it with Steam,but it didnt work.

And also,will my PC run GTA V and with what settings?

i7 4710HQ
GTX 980M 4GB
24GB DDR3

And the i7 is Turbo-boosted to from 2.5 to 3.5GHz,has 4 Cores and 8 Threads
