[SOLVED] GTA V FPS PROBLEM

I've researched benchmarks for my build with the system I have with GTAV. My build is i5 9600k with MSI GeForce RTX 2060 Ventus 6G OC and 16gb of DDR4 RAM 3200Mhz. My FPS won't go past 60. I tried to turn off V-sync and my screen starts to tear and fps starts to drop. I downloaded the latest drivers for my graphics card, CPU and motherboard. I even updated the BIOS ( Just to see if it improved anything). I tried to lower my settings in-game but no luck. I also tried to see if I enabled an fps limiter on steam and in Nvidia Control Panel but its off. My monitor is LG 60 Hz. I know my system can handle well above 60 FPS and I'm trying to figure out why I'm not exceeding 60 fps. If someone can help I would greatly appreciate it! Thanks!

Your system got flagged for very high background cpu usage(76%). I suggest doing a virus/malware scan.
Adwcleaner is a good free tool: https://www.malwarebytes.com/adwcleaner/
I ran the adware cleaner and it found some bad files. I also did a regular scan of my PC. I removed the bad files and restarted. Still no luck. My monitor doesn't have a V-sync setting in its menu. I even tried to overclock my 60Hz LG monitor to 74Hz to see if my FPS increased just a little bit but nothing seems to work. My CPU usage at idle is 4%. Could it be my monitor limiting me? I get lower than 60 FPS at times when driving around the city as well. I can't think of anything that would be hindering my FPS this game. Also, GTAV is on my ssd.

No. If your monitor doesn't have any kind of Adaptive Sync technology, you'll get screen tearing when in game fps exceeds the monitor's refresh rate, and stutter when fps falls below it.

So doesn't that mean my monitor is limiting me to 60 FPS because of my refresh Rate of 60Hz? If I increase my monitor's refresh rate will my FPS increase? And in-game I'm not even hitting 60. I'm hitting 45-50FPS.

No. The monitor can only display as many frames as it was designed to do.
If you are running 50fps, then it's displaying 50fps.
If you are running 100fps, then it's displaying 60fps.

If I increase my monitor's refresh rate will my FPS increase?
No.

And in-game I'm not even hitting 60. I'm hitting 45-50FPS.
There has to be a hiccup somewhere.
What are max cpu and gpu temps like in-game?
Cpu usage? Per core/thread, please? Whole usage is incorrect.
Ram usage?
Gpu usage?
