I have recently got the game and have a strange issue to when I will have my settings fine on about Normal-High settings with 2x Anisotropic Filtering and FXAA on 'Yes'. I have a strange issue with the game to where the game will start to get FPS stutters constantly after about 5-10 minutes of playing the game. I have a GTX 950, i5-6500 and 8GB of DDR4 2133MHz RAM.
I don't understand the cause of this and if it helps I have also been experiencing CPU issues with Planetside 2 bottle necking on CPU in big battles with CPU temps only being at about 40C on a stock fan cooler.
If it also helps here are my settings in the NVIDIA Control panel.

Go play on medium settings and keep msaa disabled. I don't see this as a problem due to the fact that your GPU is not that powerful and GTA V is a really heavy game. Also keep advanced graphics turned off.
Your CPU is not bottlenecking your GPU.

Do you have frame drops when you have the screen stuttering?

You also have 8 gb of RAM, as I said GTA V is a really heavy game, for CPU, GPU and RAM.
Your CPU is fine.

Don't feel bad when I say your card isn't that powerful, it is still a good card, but for GTA V it's just not the best to have, because the game is just insanely heavy.

I done those things that were recomended but that only seemed to give me about another 5 minutes of playable time then the game just went back to its laggy unplayable self again. I stand still and my FPS counter go up to 60fps, i move constant stutter to 10-20FPS. unplayable and freezes. It even done this after lowering the graphics settings. I dont know what is causing this still.

Okey guys i think i found solution for this problem.

I was not able to play my GTA V because of unplayable sttutering after few minutes. It looked like some RAM or HDD problem, because it was not fps problem but sudden freezes. It fell down from 60 fps to 1 fps for period of half a second every 10 seconds.

After 1 year I finally found solution for my problem.

I simply disabled dvr function in xbox app on my windows 10. It looks like this dvr bullshit was constantly recording my gameplay and it was confusing my RAM and HDD.

After turning off this dvr function my GTA V run in constant 60 fps with absolutely no problem. After one year I am finally able to play it.

So if you have win 10 go to xbox app configuration and disable dvr.

I hope it will help you and sorry for my english.
