GTA V gpu usage spikes, lag spikes

In GTA V I get constant 60 fps on high settings but while this is happening my GPU Usage ranges from goes like 60%, 90%, 12%, 50% and so on. Basically just super unstable. This causes me to get huge lag spikes every minute or so which actually rubber bands me within the game making it nearly impossible to win a race. I don't have any overclocks and GTA V is the only game I see this issue.

PC SPECS:
Intel i5 6600k (Stock clock speeds)
Sapphire R9 380x 4GB
16GB HyperX DDR3
650W PSU
HyperX 250GB SSD

^ I don't see how any parts could be bottlenecking and so I am ruling that out as an explanation.

Any help is super appreciated cuz this is so damn annoying.
 
This might sound a bit weird, but try playing around with your PC's power settings (via Control Panel). Make sure it's not in Power Saving mode. You can also go into the "Change advanced power settings" window and change the "Processor power management" section's "Maximum processor state" to 95%. I can't remember exactly, but changes in the power settings fixed GTA V's lag spikes for me.

 


Sadly I'm already in performance mode and have my max processor state set to 100%
 

Did you try changing the "Processor power management" section's "Maximum processor state" to 95% in the "Change advanced power settings" window?
