Is it normal that my CPU temps spiked up to 70c?

They mostly stay at 58c 63c but I didn't catch the moment when it spiked up to 70c, I've played GTA for 8 days and this is the first time it spiked this high, other times it only spiked up to 67c

Is it totally ok if it spiked up for a split second or maybe even a second? or should my temps be more stable? is the game CPU intensive?
All 4 cores are being used at about 20% to 70% mostly one core is high % usage.

My CPU is the I7-4770 (Non K)

Playing max graphics apart from AA and Grass settings, also I locked my FPS with MSI Afterburner to 61FPS.

Assuming you are using Windows 8.1, open Control Panel > Hardware and Sound > Power Options. You have a power plan selected and in blue: Change plan settings. A window will pop-up with a list of options; scroll down to 'Process power management' and change the 'Maximum processor state'.
It is okay to have spikes of temperature; it wouldn't be okay if it didn't drop after a while and the game is very CPU intensive. If you are worried about the spikes, you can access the Power Management in the Control Panel, select the power plan you are using and set the "maximum process state" to 80%. I think it shouldn't affect the FPS and you can go lower or higher according to your preference.

What part did they get wrong?... They said as long as its below 80c, mine didn't even come close to it, also I have the stock CPU fan.

As far as I see, they said the same thing as the thread you linked.

Can you show me where that option is step by step? I can't seem to find it, thanks.

I don't see how my statement is wrong
Quote from your link:
" Sustained Core temperature greater than 80C is too hot for stability or processor longevity."

becauser coretemp isnt the same as CPU temp. the max temperature of an i7 4770 is 73 or 76 if I remember correctly. I'm just trying to be complete and correct here. that's why I linked that post, because alot of people, including me made or make that mistake between core and cpu temp

Ahhh, It was under "Change Advanced Power Settings" you missed that part, thanks tho.

What it seems to be doing is its just downclocking my CPU.
Because my CPU is on 3.4Ghz and when I set that option to 80% it made it to 2.7Ghz,
I've tested this out on rendering a file in Adobe Premiere and I've set this to 96% and its on 3.2Ghz, and my temps on 100% load barley hit 69c, 70c, But before it went to 76c 77c temps.

Not sure if I should do this or not, seems like its an important part for performance tho. I mean I may buy a CPU cooler fan later and set it back up or I might just use the stock one.

I mean I've seen somewhere that 77c are quite fine temps while rendering? is that correct? 100% load on all 4 cores and with the stock fan on 3.4Ghz for the i7 4770 (Non k)

EDIT:

Ok it seems that I rendered the same video on the default power plan, and 3 minutes in it still only had 72c, on 3,4Ghz I'm gonna need to further test this later then...

70~80C is fine for you CPU in full throat for rendering. The problem is when you are gamin and the temperature is high for hours. If you don't mind play with a little FPS drops, I recommend you to downclock. You can even create a new power plan for gaming. Low temperatures won't short the lifespan of you processor.

As I mentioned before, it only "SPIKED" up to 70c, it never holded that temp, my cpu temps 99% of the time are ONLY 57c 62c.
Are THOSE temps good enough? for the lifespan for my CPU?

Ah ok thanks,

On a side note. I just turned on my PC and I've spotted the Fan speed jumping all over the place from 0rpm or 256rpm or 567rpm To a high 50000rpm and 375000rpm, Is this something I should worry about? Its changing every second rapidly.

Now after 5 minutes of my PC being on, it calmed down and is only jumping from 0rpm to 334rpm
And after 2 more minutes it steadied itself at around 332rpm

Should I make a separate thread for this? or can I get a quick answer here?
If not, Thanks anyway.

I can't say if it is normal ou not by your description. You could read the FAQ from the website of your fan factory. Check if the headers are well plugged in. Also, try this: unplug the header of all fans and then connect only one. Test. Disconnect and connect another. Test. And so on.
