I have a FX-6300 3.5Ghz + GTX950 + 8GB ram and when I play GTA V there happens random freezes and lags.
P.S Not overheating I have Deepcool Gammaxx 200T
does you computer mett the requirements? if it does then you may have to turn down the graphic settings. GTA V can be a demanding game especially if you're running an old AMD CPU like that

Before we start pointing the finger at the CPU which yes it not out of the realm of possibilities it would be best to obtain some more information. Lets start off with system specs and if you've monitored CPU\GPU temps as well as task manager to see what's happening in the back ground. Does this happen on other games? What have you done for troubleshooting? As much detail you can provide would be useful.

I had the exact same problem very recently, running on a Core i7 3770k. In fact, 3 of my other friends say that had the same problem, despite having a very high-end CPU. As of right now (March 27, 2017), the issue seems to be cleared up. Atleast for now. If you're still having the problem, assuming that you use Steam, right click on GTA V in your library, and click on Local Files --> Verify Integrity of Game Files.
