GTA V Launcher Crashes on Startup

Over the past few days I have been trying to get my GTA V to start on my windows vista, this is what happens when I click on GTA V:

I have tried a series of fixes with no luck such as:
- Disabling Graphics Card
- Allowing it through security
- Updating GPU
- Updating Windows
- DEP (Data Execution Prevention)
- Tried administration Profile
- Verifying Via Steam
- Uninstalled and Re-installed
- Checked for Viruses (None)
- No files in Documents--->Rockstar Games (Other than Launcher.txt)
- Tried downloading separate patch for GTA V launcher
- Tried re-installing Social Club

You can try this:

1. Install the newest Social Club
2. Open both Folders. Crogram Files/Rockstar Games/Social Club and Crogram Files x86/Rockstar Games/Social Club
3. Copy the libcef.dll from the Crogram Files x86/Rockstar Games/Social Club into the Crogram Files/Rockstar Games/Social Club

If doesnt work, ur os is just too old for gta 5.
