GTA V Not running when it should help

Hey guys, i'm having a wtf moment because my pc starts lagging after 5 mins into gta V, on minimuns definitions, when it should be able to run at high-very high.
The temp goes all the way up to 60º which isnt that much.
Its a reloaded version, tried the rg mechanics both lag.

PC Specs:
Windows 10 Professional
Intel core I3 6100 dual-core 3,7ghz
Msi gaming m5 z170
GB Geforce gtx 750 2gb gddr5
Hyper X fury ddr4 4gb 2400mhz oc to 3200
old power supply 500w
old laptop hdd 500gb 5800 rotations i believe
old case and old fans

Ps. Dont bother tell me about the oc possibility and low ram and everything old, brand new pc recovered from a turd each month gettig an improvement,

GTA V is known to have issues with 4GB of RAM.
