Question Z690 Aorus Ultra Giving a code 04 or D4

I just installed a new CPU cooler, and noticed that after turning my pc back on I was getting a new code on the motherboard readout. When I check the motherboard manual I cant see a code 04 listed anywhere, however, I can see that there is an error listed with a code D4. The error it lists says "PCI resource allocation error. Out of Resources." I am not really 100% sure what this means and am wondering what could cause/fix such a code.

Make and model of your cooler? What processor are you working with? Might want to relieve some pressure from the mounting of your cooler and see if the issue persists.
I just bought a Thermalright Spirit 120 EVO, and running with a i5-12600k. The installation guide did not mention any instructions on how many rotations to screw or any other instructions to be sure that the cooler is properly tightened.

From what I can see based on the code and the motherboard's manual I would not think that it is a problem with overtightening unless that could somehow affect the PCI slots or how the cpu recognizes anything in said slots.

Also I should have mentioned that I did have to remove my graphics card to help install the new cooler, and then re-install the card which is a 3070.
