GTA V Stuttering

I'm experimenting GTA V on a really low-end pc (not my main pc) to see how well a £150-£200 PC can play GTA V. I'm getting 30-60 fps with all the graphical settings turned down + extra configuration settings / mods. No matter what I do theres still a constant stutter which annoys me.
Is there any fix to this?
Hardware (& software):
Intel i3 2100
ASUS GT 710 2gb
4gb DDR3 ram
Running windows 10 64 bit.
(thats about all I know, I don't know the hard drive speed or anything else than that.)

Haha, true, but at the time that i bought it, like 2-3 years ago i believe, I knew barely anything about computers and had it prebuilt, the dude charged me £150 for the PC without the gpu, so I got the gt 710 on ebay for around £20-30.
 
Nah,as seen in the video 8Gb will not save you from bad performance,the game sabotages itself by running it's main thread at a priority that is too high,this makes windows task manager think it has to finish this one thread before working on any others but that is a very bad thing for games,lower it's priority so all the supporting threads finish their work before the main thread and the game will be smooth and displaying everything properly.
Rockstar banns people for anything so use at your own risk,this is more of an informing then a solution.
