GTA V Texture fade in

So I'm playing gta v with nearly everything in very high and textures at a distance fade in. They don't pop in but fade in. It's annoying because the road lines and building are fuzzy and blurry until I'm about 10ft away.
Specs are seen below
GTX 670 2gb
FX-4350 oc @4.5ghz
8Gb ram 1600mhz
Benq 1080p @60hz
500gb hard drive

Is the CPU maxed out playing the game? Is disk activity very high?

Disk is about 80-89%
Cpu is about 70-87%

Disk activity is probably what's doing it. If it's hitting the page file and game on the same disk, it just can't keep up with the textures. Even my hard disk solely for games has trouble at times (not with GTA, but with other games).
