GTX 1050 TI, fans are spinning but I get a no display error.

I recently bought a 1050 TI for a new build and installed it, but I get no signal when I plug my monitor into the HDMI port on either the GPU itself or the motherboard.
The fan on the GPU is spinning, so I know it has power.

It didn't show a signal when I used a direct HDMI cable and it doesn't show a signal when I use an active VGA to HDMI adapter. The adapter works when I plug it into my laptop and I can see my laptop screen on the monitor, so it's not the monitor or the cable.
It has a DVI-D port on the graphics card, but I don't have a DVI cable so I can't test if that will work.

My processor doesn't have on-board graphics, and this is my first build, so I don't have a spare graphics card. It might be the BIOS, but I'd have to update it blind and I can't find a guide on how to do that.

The fans spinning does not always necessarily mean the GPU is getting enough power. it may just have enough power to spin the fans Do you hear the HDD powering on and spinning? what about other case fans and CPU fan are they spinning. By the looks of your build the PSU you have is good enough but could be faulty. It's a bit hard to do further testing with no on board GPU or no spare GPU but see if you can purchase a DVI cable for a couple of bucks.
