[SOLVED] GTX 1050TI 4GB GPU upgrade no display/not being recognized

This is a repost from a reddit tech support forum. I've decided to try here because the only answers I've gotten are "It may be a bad GPU", which is possible and that a PCIE 3.0 GPU won't work in a PCIE 2.0 mobo slot both x16 and everything I've researched shows that is not the case.

Moderately tech savy, trying to upgrade my fiances' GPU but when I plug it in I get no display signal from her monitor. The graphics card fan does turn on when it's plugged in and it doesn't require a connection from the power supply. I am able to plug in the old graphics card and everything works fine. Her monitor is VGA to VGA with a DVI adaptor plugged in, tried other monitors with DVI to DVI and tried a DVI to displayport monitor and no changes. I was able to get to windows by going into the bios and forcing the computer to not use the new graphics card. I removed the old video drivers and did successfully install the new ones and update them. I can see the new video card in device manager but it's giving me error 43.

Everything I've researched so far shows the motherboard is compatible with the graphics card and I have a big enough power supply and 8gb ddr3 RAM to run everything so I'm not sure why it's not working.

I've heard in some cases it may be an out of date bios version and might need to be updated, I've also looked up that updating the bios can cause serious issues. The bios is where I'm unsure how to progress... I have the bios version (F2 something, will grab it when I get home) but when I go to the motherboards site I'm confused as to what the most current version is or if even updating the bios will resolve this. Also I haven't updated a bios before so I'm a bit unsure on that as well.

If anyone can help I'd greatly appreciate it or if I need any more information please let me know!~

So has anyone seen a situation like this before or have any suggestions? I could really use some guidance on where to go from here.

Could the Bios be an issue?
Is it just the PCIE slot that's the problem? (even though it doesn't seem like it)
I've tried everything I can think of and can't get it to work and everything appears to be compatible with one another. The only thing I really have to go on is error 43 from the device manager but I've already reinstalled the driver.
