My current specs are Core i5 3470 3.2 Ghz, 8GB RAM, 550W PSU and Zotac GTX 1050ti 4GB. Can I be able to run all the latest games at 60fps if I upgrade to any of the above cards? RX 580 is available at 236$ and GTX 1660 for 251. I cannot upgrade my CPU now. How much will be the bottleneck? Thank you for your guidance in advance.

Solution
I think the 1660 will run just about anything at 1080p 60 fps on ultra.
I think the 580 will as well.....but there may be a few GPU heavy games where you can't quite make 60....like WItcher 3. I had a hard time getting 60 all the time in Witcher 3 with a GTX 1060.....but it was damn close.
I think both will run well with your CPU although I think the CPU may hold you back a little with the 1660, but nothing I would be concerned about.
Also....for the difference in price I would go with the 1660....as I think the extra performance is worth it.

Thank you for the info. I'll check gtx 1660.
