Let me see....

A 3GB 1060 should be right around $200......... meaning you found a 960 for maybe $140.
If that's the case, it's still not a good argument for the 960.

If you found a 4GB 960 for $180, and therefor a 3GB 1060 for $240 (for your +$60 difference)
That's STILL not an argument for a 960. That's just a very, very bad argument for a 3GB 1060.

Again:
~$200 for a 3GB 1060
~$240 for a 6GB 1060

If you happen to find a new 4GB 960 for under $100, then by all means go for it. But at ~$200 or so, there's just no valid argument for it.

It's been covered off already - in short, no.

But, if the 960 is sufficient for your needs, and the price saving is significant, then there's certainly no harm. It's still a decent step up from a 750TI, but not as significant a jump as either variant of the 1060 would be.

As MrN1ce9uy covered off - the 1050 TI is expected in the $149 range, so any more than that and the 960 is a poor argument.

IMO, there would be the price windows & what I'd suggest

1060 6GB if the price is between $210-$250
1060 3GB if the price is between $180-$209
960 4GB if the price is between $0-$120

If the 960 is going to cost you more than $120, but not as much as $180, then it's the perfect reason to wait for the launch of the 1050TI.

I've asked you a few times now, what prices are you seeing? You've said $60 difference, but I don't know if that's $180 for a 960 and $240 for a 1060, or $120 and $180 etc etc.

A lot of the cheaper 3GB variants are 'mini's, but that's not an issue.

You can have a 3GB 1060 from almost any major GPU manufacturer, for right around $200.
 
 
Not significantly, no.
Maybe a couple of degrees higher than a dual option, and some limited OCing headroom, but nothing that would impact the use of the card or cause it to throttle at stock or factory OC speeds*.

*Assuming you have appropriate case airflow etc.
