Well, in general the answer is no. For 1440p@60Hz it is perfect, with the proper settings. However, 144Hz is still extreme territory, if you want something that is actually making use if that refresh rate. It is always an option to lower in-game settings but to max out 1440p@144Hz with a 1060 you would need medium-low setting in many AAA games.
Tweaking settings is an awesome thing because with enough time invested you can have 1080p@60Hz maxed out on a GTX 960 in most games to date, without making them look bad. It is like a tax you pay for good frame rates on lower-end GPUs: you need to research settings and understand what they do and what is their performance impact, to be able to do what you can without thinking about it on a higher-end card. This is something reviews do not talk about because it is not a good basis for comparison, but don't think only ultra settings exist at any given resolution.
But 144Hz is still too much for a 1060. Well, unless you want to play moba games, or FPS games like CS:GO or Overwatch. Those would run well in 1440p@144Hz. In most other games the trade-offs in eye candy for high FPS would be substantial.
