Gtx 1060 extemely low performance with fx-8350

I bought gtx 1060 with a big desire but nothing went good after installation.
MY SPECS
CPU:Amd fx-8350 4.00 ghz(non overclocked)
Ram:8gb kingston
Gpu:Msi gtx 1060 3gb gamingX
Cpu cooler:Cooler Master hyper 212
Mobo:Asus m5a97 le r2.0
Hdd:1Tb
I have around 60 fps in CS:GO which is unbelievable and I couldn't fix it expect cs I have poor fps in other games as well.
H1Z1:cities around 40-60 open fields(80-110)
CODMW2:80+
ETS2:50+
Rust45-70
My recent gpu was r7 370 and I had more in cs,almost same fps in other games...
Benchmarks I have watched on internet was talking about 400+fps in cs,100fps in h1z1 but I got these results...
After installation I have started using -HDMI to Vga
I did install drivers
My gameDvr was off,I also checked it out...
So I have nothing as idea why I got these results.
(Sorry for bad sentence structure)
Any ideas about problem(s) or fixes

HDMI is limited to 60hz i believe. is your vsync on? as well as monitor hz

I am on low settings across the board, vsync is forced off in both CSGO settings and nvidia settings.
In esea (running client) i get between 180-240 FPS depending on what map etc.

my solution would be check settings and get dvi or display port.

recently my fps has gotten even lower, i dont understand why, i do know that for this cpu my motherboard is way too weak with the vram aswell. so i def need to upgrade, any suggestions?

Nope My gpu gets bottleneck by my CPU.When I run the game(CS:GO) with msi afterburner my gpu usage never goes above %10.Also my vsync is turned off in every game.I did change my nvidia setgings but nothing changed...I'm going to overclock my cpu may it reduces bottleneck.I saw people using same gpu with overclocked fx-6300 to 4.5 ghz without bottleneck...It seems like overclocking the only opinion , buying a new cpu instead.Thanks for all replies but like I pointed out because of my cpu...

You need to monitor cpu Ghz while gaming, I expect it is dropping. If I am correct overclocking will make things worse. Please answer my question, what Ghz is your CPU while gaming? This might be a motherboard problem.

When I boot up my pc its 4.3 ghz but when I start gaming cpu usage goes above %80 but my gpu usage never reaches %60.I don't have any idea about ghz while gaming...
