GTX 1060 fans not moving

I got a new computer with a GTX 1060 that has two fans. None of them seem to be moving. Is this how they are supposed to work or when the PC was built they forgot to plug in the fans to the motherboard? It's just really weird to me that they're idle.

When your new GTX 1060 is just sat at the windows desktop, or browsing, playing you tube videos or any video file the fans on the card will stay still.

It is only once the Gpu tempreture reaches around 60c that the fans of the graphics card will start to kick in and start spinning Kpagcha.

Take the side off your system case, and do all the things mentioned above the cards fans stay off.
Start any game you currently have, while running a program such as evga precision software.
And as soon as you see the temp hit 60 c you will see and hear the fans of the card kick in.

Try it.
So nvidia and their new cards have a new built in profile where if the card is basically at idle, the fans will not spin to keep noice down. Play a game and see when it heats up, they should come at a certain heat level. If not try downloading a program such as MSI Afterburner and see if you can manually turn them on.
