GTX 1060 low fps problem!

I've had this problem for a few months, searched a lot on the internet, no help!
My PC:
i5 4460 3.2GHz (worked well with old gpu, not a problem)
8 gb ram
gtx 1060 6gb OC version, ASUS STRIX
Gigabyte Z97X-5 moptherboard
Corsair CX650W PSU

EDIT: HDMI cable

low fps in every game on lowest settings, tried a lot of drivers, monitor is plugged in the gpu, power set to maximum performance etc. nothing helps!

A few questions:

i did read what you wrote, im just double checking some things.

is your GPU plugged in correctly?
Are the drivers the most recent ones?
What was your old GPU?
Can you give me an example and list of games?
what are your temps like?
how old is your PSU?
have you built PC's before?
 


my psu is brand new. I bought it a few days ago because I thought that was the issue. My old GPU is AMD's Radeon r7 240. Temp was around 54 celsius. Games I tried, Battlefield 4, Battlefield 3, Black Ops 2, PUBG and CSGO.
CSGO, BO2, BF3 worked better with the old gpu, but the other games not so much, hence I bought it. I've had help building before and now.

 
Nuke and pave, full clean install,...

jumping from one vendor to another leaves errant driver remnants, etc....

As the GTX1060 is substantially faster than your previous GPU, your issue is likely glitched/botched driver remnants / installs.

Starting over eliminates this possibility/likelihood....

I would contact Contact Nvidia
