Gtx 1060 low fps TRIED EVERYTHING

My gtx 1060 is giving low fps throughout my games. For example in battlefield 1 is giving me around 30 fps (yes dx12 is on)
- in all games I never exceed 60 degrees on either my CPU or gpu
- my nvidia control panel settings are all good
- v-sync is off
Power limit in afterburner is max
- hdmi cable is good
- temps aren't changing quickly
- CPU isn't bottlenecking


System specs
i5-6600k
Msi GeForce Gtx 1060 6gb
Evga 750w
16gb ddr3 ram
CPU cooler 212 hyper evo

Note the pc is second hand although I've replaced every part but the psu and ram

Solution
- Out of date / conflicting drivers - ensure all of your drivers are up to date
- Could be background processes hogging hardware resource, check if there are any background processes hogging resources
- Could be virus / malware using hardware resource, run scans as appropriate
- CPU could be capped from power management settings
- Ensure the storage disks have been cleaned / optimised as far as possible and regularly
- Ensure you're using the GPU, not IG
- If you're talking about ONLINE FPS then your FPS will also be affected by your internet connection. Do you get the same FPS when not online?

So realistically, I'd first check the utilisation and speeds of the components under load.

Edit: Also what is it like when you turn OFF DX12?

All 4 cores show up also don't know what you mean by check the CPU and gpu are turboing
