The GTX 1070 is almost two times more powerful than R9 390X, but a lillte bit more expensive and the RX 480 will be somewhere between R9 390 and R9 390X, but with much smaller power consumption and with lower price. You can also go with RX 480 Crossfire to beat the GTX 1070, but keep in mind that some games won't scale CF/SLI well and some will not support it at all. Even though I am quite AMD "fan boy", I would mabye go with the GTX 1070 for now. But all three cards are high-end beasts and will provide you very good performance.

The RX480 should end up somewhere in the ~60%+ range of this chart once reviews come out in a couple days. As always, consider the entire ecosystem of owning an Nvidia versus an AMD card, rather than a simplistic FPS-price analysis.

@Vizour - Hey there. The 1070 is 37 to 43% faster in dx 11 than the 390x. Not 2 times. According to "17 seconds" link. Assuming games representative of entire pop of games.

In directx 12, 390 similar to 1070 possibly. Evidence:

However a lot of FAKE NEWS around these days! In a few years when more data, then I will believe for sure.

I may upgrade to 1070 reluctantly as my 390 is having technical problems.

Cheers.
