GTX 1070 Asus ROG Strix OC on cheap mobo ?

I am planning on buying the factory overclocked GTX 1070 Asus ROG Strix.

I am using an Asrock H97 anniversary. I am using a SuperNOVA P2 850w PSU. Is there any risk using this GPU on my low end board ? Or is it only the PSU that matters ? I really don't know much on this subject, thank you for any help given.

Is it actually a decent motherboard ? I had bought it for $110 CAD, which would be under $100 in US (which i thought meant = low end). I have a i5-4460. I know it's a huge bottleneck with the GTX 1070, but in 2 months i can afford the rest my planned upgrades: i7 6700k, MSI gaming M7, Corsair H115i, and 16GB DDR4.

Yes it's a decent board. The H81 boards are the cheap ones. The H97 chipset is right under the Z97 chipset. Your i5 is not going to bottleneck the 1070 either.

I get 100% usage on my CPU on some games while my GPU is under 70% sometimes. Games that come to mind are H1Z1, Battlefield 1, and Starcraft 2.
