Question GTX 1070 BIG PROBLEM

Hello everyone !
Today I changed thermal paste and thermo pads on my gigabyte gtx 1070. After this i turned on my pc and in Idle I have 65 C and I was trying to test whats wrong.
In test above 95 C and fans on 100%.
Where are the problem ?

I have reinstalled drivers.

You probably didn't get the mounting quite right.

I had this happen once after a repaste and I just had to repaste it again.

Is there a reason for repaste when the temp is 65c?

I have changed thermal paste. Looked up twice is ewerything is correct and still no change.
Reinstalled completely drivers and i have no idea what could be wrong
