So is a 520W supply good enough for the 1070 with no overclock? Is the gtx 1070 price about right? Is there any bottleneck that I should know about? I hope that the 6500 doesnt but is willing to slightly upgrade if necessary.

The psu is more than fine

But I would not buy a GTX 1070 for a 1080p monitor [ if that is what you have], and I definitely would not let myself be gouged on that pricing for what is really a $380 card . You can also bet the $380 versions will have better coolers

Solution
If you change your mobo to H or B series you will be fine, but I won't suggest to buy 1070 right now. Wait a bit for companies to create enough stock of their custom cooler models and you may get a better performance to money ratio.
