GTX 1070 overclocking

So, i've been playing with my GTX 1070 FE. I've gotten it to 2ghz successfully no problem and it doesnt fluctuate at all when in games. But i've noticed that it doesnt allow me to control voltage in any programs. Is there a way to up the voltage so i can try to hit 2.1-2.2? Im eventually going to put it on a waterblock with the rest of my rig

If you already took it to 112% Power target. You will have to wait for new Firmware to increase voltage any more.
