Gtx 1070 stuttering

I was wondering if the expected performance in gta v for a 1070 was around 45-60fps. msaa is at x4, fxaa is enabled, every other setting is maxed out as well except for grass which is set to super high. V sync is off in game and enabled through nvidia control panel. The advanced graphics are disabled.
One instance in the game where I can recreate the performance drops is in the mission "father/son" when the truck starts slammin onto traffic.
My setup consists of an: i7-4790k, seasonic s12 620w psu, evga ftw motherboard, gtx 1070 (founder's edition), evo 850 ssd (games), hitachi 250 gb 7200rpm hdd(boot),
Wd blue hdd 250gb (storage), hp 2408 1920x 1200 monitor.
My drivers are up to date and I'm using the lastest nvidia driver(372.70) though I've downgraded to 368.39 with no luck.

I have a 4790k and GTX 1070 Strix.
I've got 1080p 144hz, and 4k, and this game pushes 50-70fps with mixed settings in 4K fine, roughly 90-110 with 2x MSAA and some other settings down, tho GTA V take a LOT of CPU power, I was often bottlenecking my GPU in 1080p if anything else was running on my PC.

I would drop grass to high, shadows to Very High, and make sure that no programs or web browsers ar running in the background when you play (Chrome can suck 20% of your CPU, which is a big deal when GTA V wants every last ounce of it.)
I can't share my results (don't have GTA V, don't have a 1070), but I've built two systems for my son's friends with 1070's. I was impressed by both of them. You could have a look in the nVidia Control Panel and see if setting the Power Management Mode to Prefer Maximum Performance helps.

Also you said you've set Vsync off in the game, but turned it on in the nVidia Control Panel, what is it set to in the Control Panel?
