Question GTX 1070 TI funny boost.

Hey guys.So i got my 1070 TI.Installed it it was running hot in a matter of seconds it would go to 82c.So i started to investigate.I found that my gtx 1070 ti boost up to close to 2000mhz on stock settings.That would not have been a problem but for now i am saving for a new psu before i start overclocking.Anyone know why?I though it's a custom bios but according to Techpowerup it's a legit bios.

I got it to 1708 mhz by dialing in -150 on core.The memory runs as it should.This card was either neve3r used or used for 1-2 months there's no dust whats so ever and the heatsink are clean as can be.It still goes up to 81c but i will put that on the weather and my room.It takes about 30m to go upto 81c.its 34 outside and my rooms 2x2m with only 1 small top window

My cards model are.Gigabyte 1070 TI gaming 8g

So no one know what the problem can be?It's driving me nuts to declock the gpu cause it may be faulty.It runs fine on the de clock though just the boost to 1910mhz are scary on my weak antec 600w psu

Just download afterburner and set temp limit to 75c so mhz will lower,if you are getting 82c when ambient 34c its ok.
