[SOLVED] GTX 1070ti not performing up to standard, can anyone help?

So, I made the mistake of buying used components. I found someone that seemed trustworthy and got a decent deal on a 1070ti. However, as I play games, I'm getting nowhere near the frames I'm supposed to get. this thing should be slaying at overwatch and no mans sky on max settings at 1080p but I never break 70 fps. I completely wiped all drivers and installed the new ones, have reseated the card, dusted my mobo, and I'm still getting less than half of the average Passmark score for the card (5385, with the average being 12343). is there anyway to diagnose what's wrong with the card? I have the original packaging and all and I was told that it was under a year old so manufacturer warranty might apply, but I just want check my sanity and make sure I'm not missing something stupid. Also, aside from just running benchmarks, are there any tools that would help me identify a problem with it?

Found the issue, apparently G-sync was enabled? There was no way for me to change gsync settings on the nvidia control panel because it didn't recognize a gsync compatible monitor, thus it wouldn't give me the option to modify the setting. The only way I found out about this was because I tried uploading my baseline benchmarks to passmarks website and it automatically discarded my results for being artificially capped by Gsync.

The way I turned fixed this was by uninstalling all video drivers again alongside geforce experience and manually installing the latest driver for my card on the nvidia drivers site. Overwatch now runs closer to 100fps all settings maxed out.
Complete specs? You can use GPU-Z to make sure it's a real 1070 Ti.

we will need your complete PC specs to help. But if the GPU has checked out, something must be bottlenecking its performance, whether hardware or software.

An older CPU or slow RAM could be the issue. Do you have a lot of programs running in the background?
