Before I get into any details:
I am aware that my computer is experiencing CPU bottleneck. At the time I built it, I spent several hours on tech forums, researching for what CPUs would bottleneck the GTX 1080. After reading that "any newer generation i5 won't cause bottleneck" on several threads, I decided to buy the GPU, only to find out that they were wrong.
My rig is very unbalanced, but here it is:
GPU: MSI GTX 1080 Gaming 8G
CPU: i5 6600 3,3 GHz
CPU Cooler: Stock
RAM: Kingston HyperX Fury 8GB DDR3 1600MHz (Dual Channel)
Motherboard: Gigabyte GA-H170-GAMING 3 DDR3
Storage: Samsung 850 EVO 250GB SSD + Seagate 1TB HDD
PSU: Seasonic S12II 620W
Case: NZXT Noctis 450
Monitor: MG248Q 1080p @144Hz
Ok, so I built my computer aimed at 144Hz gaming with decent graphics. I watched numerous benchmark videos where Battlefield 4 was playing at constant 150+ FPS on 1080p, Ultra, even with a worse CPU than mine. But in my case, this is what I'm getting:
Battlefield 4:
1080p, Ultra, 100% Resolution Scale - 80~120FPS (GPU usage at ~45%/CPU usage at ~100%)
1080p, Ultra, 200% Resolution Scale - 50~90FPS (GPU usage at ~65%/CPU usage at ~100%)
1080p, Low, 100% Resolution Scale - 110~240FPS (GPU usage at ~35%/CPU usage at ~100%)
1080p, Low, 200% Resolution Scale - 100~140FPS (GPU usage at ~45%/CPU usage at ~100%)
Battlefield 1:

1080p, Ultra, 100% Resolution Scale - 40~80FPS (GPU usage at ~40%/CPU usage at ~100%)
1080p, Ultra, 200% Resolution Scale - 40~70FPS (GPU usage at ~55%/CPU usage at ~100%)
1080p, Low, 100% Resolution Scale - 70~110FPS (GPU usage at ~35%/CPU usage at ~100%)
1080p, Low, 200% Resolution Scale - 70~100FPS (GPU usage at ~50%/CPU usage at ~100%)
Tom Clancy's Rainbow Six Siege:
*(I can't even play this game. My mouse suffer terrible stuttering. It's like I'm constantly changing DPI. What I did that kind of solved the problem, was playing it at 4K, with V-Sync on.)
I haven't benchmarked this game in a while, but from what I remember, I get around 70~120FPS at 1080p. Graphic settings won't change the FPS much. GPU usage was never above 50%, but CPU usage was at constant 100%.
Overwatch:
1080p, Epic, 100% Resolution Scale - 80~120FPS
1080p, Low, 100% Resolution Scale - 120~180FPS
I haven't benchmarked it since I constantly play this game at ~144FPS.
I've searched for possible fixes to this since may, but none of what I read solved my problem.
I already installed DDU and clean installed the GPU's driver, but it changed nothing. I also tried setting Power Management Mode to "Prefer Maximum Performance" and Maximum Pre-rendered Frames to 1, but I didn't notice any improvement. I feel like my only scape is to buy a decent i7, but I have no money at the moment and I live in Brazil (I payed 300USD for my CPU and around 1200USD for my GPU).
What I'm asking for is possible solutions I haven't tried yet (that do not involve money, of course) until I can afford a new CPU. I need to be sure about what is the core of the problem. Some people said it is my RAM, other said CPU and even PSU.
I am desperate. Send help.
