GTX 1080 not running at optimal speeds

So I recently purchased a USED Gigabyte windforce gtx 1080. I usually play overwatch at low settings at 1080p to get 300fps and when streaming it provides better performance. So I installed this card and at first it was running great. Cooling was good, frames were great, etc. But after a few days I have noticed that my frames have been stuttering and the card has only been running at 40%. I have a 7700k and 16 gigs of 3000mhz RAM so there shouldn't be any problem with bottlenecks. I have already tried reinstalling drivers, and when I did it, I realized that I am now unable to open Geforce Experience. The cpu doesn't reach 100% usage while this is happening, and temps on the card are usually in the high 50s or low 60s.
 


No clue if it's placebo or not, but I uninstalled this Asus RGB software I had from my old GPU and I guess it was doing something bad because I uninstalled it and it seems to be fixed now!

Update, the card runs at 100% at low settings now, but at times I get massive frame drops to the high 100s when i go into a less intense area, which is really bad in terms of stuttering. I guess the only way to keep it from doing this is to turn the settings up so it's constantly having to run at 100%?
 


Hey well I'm reopening this because I tried reinstalling drivers again and now the problem is even worse than before. Frame drops all the way to 1, and usage will go to 1%. Even while standing still, frames drop from 300 to 240 consistently no matter where I am. I'm seriously confused about how trying a normal fix could make the problem worse??
