GTX 1080 Poor Performance

Update:

I disabled AA in games and turned on DSR (2160p now instead of 1440p) and I am seeing higher frame rates, close to what the reviews say I should be getting with AA. MSAA x2 drops the fps by half. Is this expected? I'm tempted to put my two 970s back in to see how they do with no AA at 2160p.

I just got a MSI Armor OC GTX 1080 and I have been very disappointed thus far. My benchmark scores and average FPS are well below the reviews. They are hardly any higher than my old GTX 970 2-way SLI setup. In FireStrike, I am placing under the score for a GTX 980 Ti, same for my Heaven score. In games, I am seeing 40-50 FPS in GTA5 and FC4. The AotS benchmark reported sub-60 FPS using high settings with no AA.

The card is hitting 100% usage, and I have Nvidia control panel power settings set on maximum performance. I am using a 1440p monitor with a 165 Hz refresh rate, so vsync limits aren't the problem. I thought I might have been bottlenecking due to my CPU (i7-3770K @ 4.7Ghz) so I increased the resolution 2x, only to see a 50% drop in frame rates. There is no way I could do 4K gaming with this thing.

I did a clean install of the latest Nvidia drivers, so that shouldn't be the issue. Aside from RMAing the card, I'm running out of options. Any suggestions would be appreciated. I'd consider upgrading my Mobo/CPU/RAM to X99, but I don't think that would make a big enough difference in regards to GPU performance.
