Gtx 1080 underperforming

I've just bought a new GTX 1080 with a msi monitor running at 165htz, however when I'm trying to run games for instance Total War Thrones of Britannia, on high settings im getting 30 fps and it still lags.

I have a I7-3770k, MB - Msi Z87 G-45, 8gb vengeance RAM, 600w Seasonic gold psu. I'm not sure what the issue is.

Update: My CPU is running at 97 degrees C

your CPU is thermal throttling to keep itself from burning your house down. I would address that issue before trying to play any more games. either reapply thermal paste or make sure your CPU cooler is correctly making contact because something is definitely wrong. also, check your cooler fan
