Nothing is overheating
Some games like Tom Clancy's The Division, DOOM (new one), ARK and a few others have no issues at all 99 percent usage...

But others like arma 3, Star Citizen, Dayz and few others barely use 30 percent.

Oh yeah and benchmarks Firestrike, Heaven have 0 issues

I wouldn't think a bottleneck??? What could this be and how can I fix it?

Solution

dude theres your problem, you have no issue(except maybe star citizen which im unsure of), arma 3 and dayz never come close to using 80%+ gpu usage, the way arma 3 is everything is loaded onto the cpu, all of the calculations for ballistics, AI descisions and so on, you will not find anyone who gets close to 100% usage in dayz either until maybe full release when they have done more...

CPU is only at 30 percent

Are those on-line game? If so, all bets are off. In on-line games, your performance is also subject to the performance of the other players on that server, probably none of whom have a GTX 1080. The server balances your performance along with everyone else to keep things fair.

Which game translates network lag into frames per second lost?

Arma 3 playing singleplayer, Star Citizen was online, Dayz online

Solution

Thank you, ordered a nice closed loop liquid cooler yesterday see how much of an overclock I can get on the 4770K!

dayz just went to 0.60 stable, you should notice a decent jump in performance there, gpu usage is still low for me on it but it runs decent now.
