I am currently building a pc I already bought an i7 8700k 16gb 3000mhz ram a mouse a case power supply 2tb hdd etc but I'll be primarily streaming editing and programing on my pc so I don't know if the gtx 1080 ti or Rtx 2080 is better for the job I can get any

Most benchmarks compare them from a gaming perspective, not so much from other workloads.
If you were strictly gaming, I'd say whichever is cheaper, unless it;s ridiculously close, in which case I'd opt for a 2080.

the problem is NVIDIA stopped making the 1080 ti so you may have trouble finding it and it you do it would be overpriced

You might not have an issue with streaming(assuming you're going to stream gameplay). Where are you located? Are the cards priced the same?

At this point, the 2080's are selling for less than the 1080ti. I grabbed a 2080 for $649 last week.
