Question GTX 1650 won't turn on.

I got a new graphics card a GTX1650, but when i installed it, the fans didn't spin and it had no display, i connected the 6 pin connector like i should for additional power, didn't do anything.
I then thought it had something to do with the Igpu, so i went ahead and disabled that, but it already was disabled.
I reinstalled my old gpu and everything works fine, what are my options? what are the possible causes for this?

Intel Core I5 4670K
LGA 1150.

forgot to mention, the card has a DVI-I and a HDMI port, my monitor does have DVI but it has the single link one not the two one, and thats what i plugged in, i later found an adapter DVI to HDMI and put that in the card, when i did that it still didnt work but i heard the windows lunch, while with DVI i didn't, also i'll add that i my GT1030 has a DVI-I port too but i still use the single link one and it works, so idk if this is relevant.
