Gtx 660 ti running at x4 mode

I have a p8z77-v lk motherboard and a i7 3770k processor. I have my gtx 660 ti in the slot closest to the processor like the mobo manual says to which is the pcie x16_1 slot. I have looked all over my bios and the only thing I have about my graphics card is what "gen" to set it at. I put in gen 3 so now it runs at 3.0 but still only stays at x4. So my question is why won't it go into x16 mode?
 
Um . . . just to be clear, when you say "slot closest to the processor," you are talking about the 2nd slot (the long slot--the pcie x 16 slot), not the real short one that is nearest to the CPU, aren't you? I know it's a stupid question, but I have encountered folks who are capable of making that mistake.

Beyond that, it's a new one on me.
 


Yeah I'm talking about the pcie x16 slot, sorry.
 
When the card runs idle or on low usage the card throttles down and so does the pci-e bus. Get GPU-z and click the ? mark next to the Bus Interface and run the render test and that will show what the bus is running at when under load.

Underload it goes from pcie 3.0 x16@x4 1.1 to pcie 3.0 x16@x4 3.0
 
Try reseating it, or with everything outside of the case (I had a tri SLI system where one card would end up being x8 if it was screwed in well because the case/motherboard lining up how it did, but I could get it to x16 if there wasn't the stress of being screwed in pulling it out of the slot partially breaking some of the connections.
 


Nope that didn't work either...thanks for all the help guys. It doesn't really matter Cuz I still get great frames in all my games so I'm happy lol
