Question GTX 670 2GB Max 60%

Hello , so i have a problem with my gpu ( GTX 670 2GB) every game i play my CPU ( I5 4460 ) runs 100% but GPU only 30-50% and my windows randomly crash and restart. I upgraded to new Psu 3 days ago.

mobo : H81 PRO BTC R2.0 | Bought in December 2018
CPU : I5 4460 3.2ghz
GPU: GTX 670 2GB
RAM : 8GB DDR3 1600mhz
PSU : Corsair VS650 | Bought brand new 3 days ago .

if cpu is running at 100%, that would be the issue.
check cpu temp and see what using it

CPU Temps are max 50°C. And CPU is running 100% only in game .
