My pc has AMD FX 8350 Black edtion 8 core cpu, 4.2ghz Turbo boost

HYPER X 8gb ddr3 installed

MSI 970 motherboard

MSI GTX 760 2gb gaming graphics card
Can it run games like gta or rainbow six siege??

gtx 670 or 760?short answer yes.you should be able to run at a mix of med-high settings for stable 40-60fps.
