GTX 670 Twin Frozr fans not spinning at low RPM (only run at higher) plus driver crashes

The problem is basically outlined in the title. Any idea why this would be or how to fix it? I was thinking updating the firmware may fix it. Everything else seems to be running just fine -- system boots fine.

Driver crashes can be a failing video card. How are you testing the card? Did you try it in another computer? You can try under-clocking it also, that can help stabilize it a bit.

I got rid of one of the cards -- so I only have the one right now. There's been no driver crashes lately. However, the fan is still having issues where it only spins above 87% I think someone had a very similar issue. I want to sell it but am not sure if it's good to sell as used... Currently working fine for me though.
