GTX 750 ti never goes above 40% load

I am in the middle of building a new gaming pc, a few months back I bought everything new apart from Mobo, cpu and ram.

My gtx 750 ti never goes above 40% load resulting in pretty crappy performance in most games. Its gonna be 3 more months till I upgrade the last few parts so im just wondering if its bottlenecking now and if the new parts will fix this.

Current specs:
Q6600 2.4ghz
4gb ddr2 800mhz ram
Asus p5k se/epu mobo
Evga gtx 750 ti SC

Updated specs:
i3 4160
8gb ddr3 1600 mhz ram
Asrock H97 Anniversary Mobo
Evga gtx 750 ti SC

Just to clear things up, my cpu never goes above 60% load on either core, ram usage is usually at about 3.1gb of the 4gb.

Will the new cpu/ram fix my problem?

Although the gpu is said to use pci-e 3.0, the actual speed it uses is still less than the speed provided by pci-e 1.0.
Anyway, both those games are quite old and so are not going to push your hardware anyway. If you are only going to play these games for the time being, then a cpu upgrade could be pushed back a little and you could save some more money.

Bottlenecking does not necessarily mean that the cpu has to be running at 100%, rather it is on a more fundamental level where the cpu is not working as fast as the gpu would like it to. Try watching this video: https://www.youtube.com/watch?v=i9XuCz1FQEU
I think it is your cpu holding back the gpu, to be sure, I need to know, what games have you run? Also, maybe the temperatures are just too high, try monitoring them.

I'm playing Warframe and War Thunder mostly. I monitor my temps and usages with MSI Afterburner, my GPU never goes above 30 degrees celcius with the low usage in games, when stress testing it never goes above 60 degrees celcius.

When gaming my CPU never goes above 52 degrees celcius.

I am really hoping my CPU is bottlenecking my GPU and that the new hardware will resolve this. My mobo is also using pci express 1.0 compared to the 3.0 of the new board.
