Question: Will a power supply with a 420 watt output with 15 amps on the 12volt rail be enough to run a GTX 750Ti? Thanks for your time!

Yes, the 750 Ti does not power from an external source. It derives needed wattage from the PCI slot on the motherboard. You'll be fine with that PSU.

Yes, it is a 60W (max 5A on 12V rail) card that only calls for a 300W PSU.
