why do games only recognize 3 gigs of usable ram instead of the 4?

Could be that those games are 32-bit and can only use 3gb of vram?

for example in rome 2 it says video memory 3000

and actually another thing.. the valley benchmark i downloaded off the installation disk only recognizes 3000 also, unless thats maybe 32 bit? im not sure lol

32\64 bit has nothing to do with it. In Rome 2 there is a setting in graphics options "unlimited video memory" that will enable the game to use all your memory. Please note that unless you are gaming at very very high resolutions, Total War is not going to use 4gb of memory.

i understand, and i just realized in nvidia inspector it shows all 4 gb
