Hello does this psu suffice my need with a8 5500 apu along with after market cooler . I have 400 w which is not enough for it I think so brander dual rail 19amps would suffice the graphic card or it will still bottlenecking due to psu

You should see about an 80% improvement over the 650 Ti: http://gpu.userbenchmark.com/Compare/Nvidia-GTX-760-vs-Nvidia-GTX-650-Ti/2159vs2189
...if the rest of your system is up to par.
At 720 resolutions and a modern CPU, the 760 should easily give you 60 fps with max or near max settings. But the A8-5500 is a bit of a weak CPU; equivalent to the older core 2 quad Intel CPUs or the slower phenom II x4s. http://www.tomshardware.com/reviews/cpu-hierarchy,4312.html

If this is your PSU: http://absolutegizmos.com/wp-content/uploads/2015/11/Antec-BP450PS-3.jpg
...and it has 2 x 6-pin connectors, it will be marginal for the GTX 760. If the PSU only has 1 x 6-pin connector (and you have to use an adapter for the 2nd), I would only use it until you can upgrade. And try not to max out the card.

Nvidia recommends a 500W PSU: http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-760/specifications
But the Antec is a decent unit with a fairly strong +12V rail. So use it knowing you are going to be taking it beyond its 80% efficiency range.

It'll work. But it may be maxed out at times, beyond the 80% efficiency range. That is why I suggested using it knowing you are liable to have issues... and begin saving for a bigger one. If the PC restarts on its own, or if it shuts down while gaming, that is a sign the PSU is over-taxed.
And yes, there may be some performance issues if the voltage drops. What is your budget for a gfx card? There may be a better card for the same money.
