Gtx 760 slows down if not much pc ram?

Hi this is my pc specs

I5 3470 quad core boost to 3.6
4gb ram dimm
Ssd 120gb just for windows
500 gb storage hdd
A gtx 760 2gb version evga acx cooler
One dell s2340m 1080 p monitor 60 hz refresh

My question is why does my fps suck is it cause I only have one 4 gb ram dimm?

Recommended RAM for the card is 8 GBs.

Im playing gta iv and I don't have the program fraps but I have everything on high and I can see it skips a lot like if I was playing online and I had slow internet but it's not the Internet cause I have it hooked directly and it's supposedly 60mb speeds I don't know if that helps I've seen people youtube playing with the gtx 760 on all high setting s and they don't skip like mine does but maybe they have more ram
