gtx 770 fan control problem

i have gigabyte gtx 770
when i install the driver the gpu fans go faster it causes too much noise

i install msi afterburner to control the speed but it not worked

and the gpu fans still run very fast

on my old GTX 660 i would have a problem like that. how i fix it was move the card around in the PCI and got it in good. for me that fixed it
