GTX 770, i5 4670K, GPU Usage spikes despite low temperature

My GPU usage is not near to 100%, neither is the temperature hitting above 60 degrees celcius, yet my GPU usage spikes like mad as shown: http://gyazo.com/1173d05126521ca5c2c3944ec7af486d

I'm using ASUS DCU-II GTX 770 it's been here for a year and 3 months and it started to have problems after the first year where I started spiking when I turned graphics on all the way on CS:GO (not a demanding game on GPU at all) and I have since lowered my graphics settings to minimum. Today however, the settings were already at minimum and the GPU isn't working at 100% despite temperatures being considerably low. Any ideas on what has happened or it's just that my GPU is spoilt.

***Oh wait I forgot to mention that in game I'm dropping frames like mad. From 300 frames to 40 back to 300 and down to 40 again and it's totally unplayable and thus that was the reason I made this thread.

Its ok for your card to go up and down like that, its rendering what it needs and then waits for the next part. As long as your card is not overheating everything is fine, so turn up the settings and have at it.

I would be more worried if your usage was a flat line across the graph while you were playing a game.

Is your pc virus free ? if you ar not sure scan with Malwareybytes. Does this probleme happen in CS:GO ?
Try to bump up the settings to max ( ultra highe) and test wat happens.

And can you tell me something about youre PSU ?
 


Yes I'm pretty sure my PC is virus free. I scanned it last night with AVG 2015 and MalwareBytes both came up empty on threats to my PC.

I am using a Seasonic 650W S12G 80 PLUS GOLD power supply and I only have one graphics card the GTX 770.

Yes this problem happens in CS:GO and I can run it at max settings it would hover around 150-300 fps constantly dropping frames and making the game choppy so I just set it to lowest settings instead where I get around 240-300 fps if I'm not having the problem of going from 300 to 40 fps.
